I had the opportunity to spend many hours at our annual community celebration. I got the chance to chat with many residents at the information booth and other venues.

Additionally, I took a tour of the log cabins and heard the history of our township. It was a great two days of fun and some sun.

Thank you to everyone that worked so hard to make Forks Community Days a great success.

Forks BoS Meeting - August 4, 2011

I am sure some people are wondering about my latest vote on the Forks Township amphitheater. I always believed it was important for our community to have a common gathering place where we can enjoy family activities. In the case of Forks Township, it will be our amphitheater. Additionally, the amphitheater will help build a bridge between the community and our local business. In my opinion, the debate was centered on the design of the amphitheater, not whether we should built the amphitheater.

For the past two years, Forks Township has debated various designs and held several public meetings to review the proposed designs. The cost of the last design was about $360,000 and allot of people worked hard to reduce the cost of the present amphitheater design to about $257,000. This is about $100,000 reduction in cost.

In the past month, it has become abundantly clear we would never agree on a design. In my opinion, the recreation funds paid by developers are used to provide recreational activities for the entire community. My responsibility as an elected official is to represent the entire community and I take each vote seriously.

After my no vote, I did additional research and spoke to various residents. I came to the conclusion that I should focus my decision whether we should built the amphitheater, not the design of the building.

Yes, I did change my vote. I decided was time to vote yes and built the amphitheater for the betterment of our community.

Goddard School Graduation

To wrap-up a very busy week, I was honored by the invitation to attend the Goddard School Moving On, Moving Up Celebration held in the Forks Community Center.

I had the opportunity to watch the 2011 Kindergarten Class Graduate and the pre-school classes take a step closer to kindergarten.

Forks Approve Beer and Wine for Community Days

On a 3 to 1 vote, the Forks Township BoS approved a proposal to sell beer and wine at Forks Community Days.

The concept is to raise money for the Business and Commerce Association of Forks (BCAF). The mission of BCAF is to serve as the link among the Forks business community, residents and the supervisors. It also serves as a networking forum for business, and finally as a means for community service projects.

70% of the money raised by beer and wine sales at the Forks Township Community Days will be used locally by BCAF for community and economic development activities, while 30% of the sales will be allocated to the The Easton Area Chamber of Commerce.

To be honest, I had a hard time voting for this proposal. I had to balance the need for constructive local economic development with changing the overall character and charm of the Community Days.

I voted yes, after I received assurances the wine and beer sales would have very strict rules and would not drastically change the charm and character of Forks Community Days.

The Great Forks Clean-up

It was cold and windy day and all the volunteers, myself included, had a good time cleaning up our township.

State of Forks Remarks to the Lehigh Valley Chamber of Commerce and BCAF

The following is a summary of the remarks delivered at the BACF Luncheon. These comments were delivered by several Forks Township Supervisors.

On behalf of the Supervisors and Staff of Forks, I am proud to announce that the State of our Township is vibrant and robust.

Some fun factoids about our township

According to the American Community Survey we have a population of 13,841 up from 8,419 in 2000. Families made up 73 percent of the households in Forks Township.

Nine percent of the people living in Forks Township in 2005-2009 were foreign born. Ninety-one percent was native, including 37 percent who were born in Pennsylvania.
94 percent of people 25 years and over had at least graduated from high school and 39 percent had a bachelor's degree or higher. Six percent were dropouts; they were not enrolled in school and had not graduated from high school.
Eighty-one percent of Forks township workers drove to work alone in 2005-2009, 10 percent carpooled, 1 percent took public transportation, and 2 percent used other means. The remaining 6 percent worked at home. Among those who commuted to work, it took them on average 39.3 minutes to get to work.
The median income of households in Forks township was $86,875
The median age is 39.4 years. Twenty-eight percent of the population was under 18 years and 12 percent was 65 years and older.
Forks Township had a total of 5,400 housing units, 2 percent of which were vacant. Of the total housing units, 93 percent was in single-unit structures, 5 percent was in multi-unit structures, and 2 percent was mobile homes. Fifty-nine percent of the housing units were built since 1990.
The median monthly housing costs for mortgaged owners was $2,075, non-mortgage owners $576, and renters $1,000.

Financial Condition

We have raised taxes only twice in the last 16 years. Our current tax rate is 5.6 mils. This tax represents 8% of the total tax burden of a Forks resident. 18% of the total taxes go to Northampton County whereas 74% go to the Easton School District.

In this challenging economy we can take great pride in our financial management of the township. We have operating expenses of $7.93M with revenue of $7.93M. We are expecting a surplus of $971,765 for 2011.

Staffing note: 54 Full Time plus 18 part-time. 24 Police (23 sworn officers), 14 Admin. 14 Public Works 10 Road and 4 Parks, 2 Recreation.

Where is this money spent? Public Safety is approximately at 40% with Administration and Facilities at 27%. The least burden on the taxpayer is the Legislative budget at .9%.

Aside from taxes, where do we look for future revenue to support services to a growing population as residential development matures? The future economic engine for the township must be commercial development. Last year, 7 commercial developments valued at 13 million generated $202,800.00 in permit fees. These operations will generate on going additional EIT taxes and add to the real estate tax base. BCAF’s economic development committee chaired by Sharon Davis is exploring initiatives to showcase Forks as a great place to do business.

Public Debt

Current Debt is at 10.8 million. In 2009 our debt consisted of several loans for the municipal complex buildings, Community Center, fire trucks and public works equipment. In 2010, we decided to consolidate and refinance all debt including funds to finance the new public works garage. We secured a new consolidated loan for 11.3 million at the bottom of the curve in municipal rates last year, saving the township $766,000 in future interest over our former loans. We expect to retire the loan over 16 years in 2027. (Loan rate yield ranges from .40% o 3.8%)

Capital Projects

We are working on several major capital projects in 2011:

· Completion of the new Public Works Building

· Completion of the Sullivan Trial and Meco Road stop light

· Final decision on the amphitheater

Parks and Recreation

We are excited about latest additional to the township leadership team. We have hired our first Parks and Recreation Director – Rachel Sulzbach as Director of Parks and Recreation. Additionally, we are pleased to announce the hiring of Matthew Carfahno as our new Community Center Manager. We anticipate 2011 recreation revenue of $326,00.00.

In 2011, we are working on new Parks and Recreation projects.

We are please we have a thriving youth sports programs that serves over 1700 male and female athletes in 9 sports.

Commercial Development

We are several major development projects well underway in our township

Weiss Market
Expansion of Famous Smoke Shop retail business and the addition of a new restaurant
We are awaiting groundbreaking of Henningson Cold Storage, which will be great addition to Fort James Industrial Park as was Weyerhauser last year.

Residential Development

Housing permits have slowed over the last few years as the recession hurt homes throughout the Lehigh Valley. In 2010, we had 17 approved developments under partial construction containing 1261 residential units yet to be constructed. During that same year, we issued 75 housing permits and we still have 1261 housing units to be built as the economy recovers in 2011 and beyond. Right now, only 59% of the housing developments are completed.

Public Safety

Forks Township Volunteer Fire Department responded to 388 calls with 304 incident hours throughout the township and in Stockertown. Of the 388, 32% of the calls we related to vehicle accidents, 17% for activated alarms, with 8% of the calls we for structure fires. In total, the Forks Fire Department had 8,211 total volunteer hours. Firemen now have excellent training opportunities at our newly completed fire tower on Glover Road.

Forks Township Police Department with 23 full time officers responded to 7369 calls. Our police department has an extensive community outreach program, such as the youth police academy, child safety seat inspection, and the very popular bicycle safety program.

Public Works

14 staff members: 10 assigned to roads and 4 to parks.

A special thanks to the Forks Township Public Works crews for their excellent snow removal and ice mediation this winter season, which was one of worst in years. This past fall our new leaf vacuum went in to service. We are now in a much better position to manage this organic waste for recycling.

This staff is responsible for 59 miles of roadway and 11 miles of recreation paths along with all the parkland.

Update: According to the Express-Times, the Easton Area School district is proposing for the teachers to return to last year pay schedule (think pay cut) and agree to a freeze pay for two years. Where is the proposal for the administration to return last year pay raises and agree to a two year pay freeze? This is about shared sacrifice!

As I have stated in the past, I believe the public sector unions and the local municipalities must find a way to create viable financial models to avoid overtaxing our citizens.

In the case of the Easton Area School District, the school board and teachers union seem willing to have another public standoff in order to solve the approximately $14.0M budget deficit. According to school district figures, even if the teachers agree to a one year pay freeze, the savings would only be total $7.4M per year or about half of the budget gap. Additionally, the one year pay freeze proposal does not address the long-term financial viability of the Easton School district.

If the school district is correct and the average teacher pay raise is really 12.57%, then the school district has no financial pathway to solve its future budget gaps.

So here is the bottom line. Both the teachers union and school board need to re-open the union contract and find a viable financial model. Additionally, the school board needs to freeze all administrative pay raises and find additional cost reductions programs. This must a shared sacrifice between the administration and the teachers. I think we can all agree our kid’s education and well being are at stake.

If both sides continue these counter productive conversations, our school district could be broke, our kids will receive a horrible education, and the broader Easton community will suffer. It is time to have real adult conversations.

Governor Corbett Dilemma

First, I find the murder of innocent children who were born alive in a Philadelphia abortion clinic morally reprehensible and utterly repugnant. If the doctor’s actions are proven in court, he should be punished to the fullest extend of the law.

Now what happens? If you are a pro-life advocate you will want the abortion clinic shutdown. If you are pro-choice advocate you will wonder how this could happen and what kind of regulations could be implemented to prevent future tragedies.

This answer is not easy. As abortions are legal in the United States, Governor Corbett cannot shutdown the clinics based upon his personal beliefs. The Governor can ensure the abortion clinics strictly follow the letter of the law and legal abortions are performed in a safe manner.

Given, I am a pro-life advocate, I am reminded of a difficult decision my daughter made 8 years ago, as she bore a child out of wedlock. She made the decision to have her son, my grandson, so he could enjoy a full and healthy life. A decision even more remarkable, as my grandson has been recently diagnosed with autism. I am proud she chose the gift of life, not the anguish of abortion. Had she had chosen a different path; I would not have the opportunity to see the world through my grandson eyes. He is a remarkable 8 year old!

As Governor Corbett weighs his options, I pray he holds firm with his personal beliefs, but also remembers he has the obligation to uphold the law of the land.

We must find our humanity

The account of Rep. Giffords assassination attempt in Tuscan, Arizona moved me to tears. I read with great interest about her passionate political positions that promoted individual liberties while showing compassion for people by supporting healthcare and immigration reforms. She knew you could have strong beliefs in individual liberties, while showing compassion for her fellow human being. In today’s political environment she is quite unique.

For her beliefs, she gained the political ire of the Tea Party and the Sara Palin PAC. What followed in Arizona and across the country was political rhetoric so frightful that many members of Congress began seeking personal protection when attending public events or town hall meetings. Good and dedicated public servants were fearful of being attacked by vigilantes. How could this happen in the United States?

It seems we can no longer have civil political discourse, but need to resort to name calling and insults to make our point. We have lost of the art of compromise and debate in the name of ideological purity.

Even at the local level we have seen this harsh political rhetoric cascade throughout many of the county councils, township supervisor boards, and local school boards meetings. For example, Northampton Council members have been called “mental midgets”, while township supervisors are being called “incompetent” or “idiots”. Do we really want to conduct the peoples’ business in this manner?

As we pray for the full recovery of Congresswoman Gabrielle Giffords, I am hoping that every elected official at the local, county, and the state level will spend some time reflecting on the events in Arizona. Then we must figure out how to regain our civility and engage in an honest political debate.

Once we regain our civility, we will find our humanity.

This is part one of a five part blog series about the results of the American Community Survey conducted in Forks Township as apart of the 2010 census.

The survey consists of Social, Economic, Housing, and Demographic data for our community. Part 1 of the blog will fun facts about our township.

HOUSEHOLDS AND FAMILIES: In 2005-2009 there were 5,300 households in Forks township. The average household size was 2.6 people. This translates to a estimated population of 13,844.

Families made up 73 percent of the households in Forks township. This figure includes both married-couple families (65 percent) and other families (8 percent). Nonfamily households made up 27 percent of all households in Forks township. Most of the nonfamily households were people living alone, but some were composed of people living in households in which no one was related to the householder.

POPULATION OF Forks township: In 2005-2009, Forks township had a total population of 14,000 - 7,300 (53 percent) females and 6,500 (47 percent) males. The median age was 39.4 years. Twenty-eight percent of the population was under 18 years and 12 percent was 65 years and older.

For people reporting one race alone, 85 percent was White; 5 percent was Black or African American; less than 0.5 percent was American Indian and Alaska Native; 4 percent was Asian; less than 0.5 percent was Native Hawaiian and Other Pacific Islander, and 4 percent was Some other race. Two percent reported Two or more races. Nine percent of the people in Forks township was Hispanic. Eighty-one percent of the people in Forks township was White non-Hispanic. People of Hispanic origin may be of any race.

TRAVEL TO WORK: Eighty-one percent of Forks township workers drove to work alone in 2005-2009, 10 percent carpooled, 1 percent took public transportation, and 2 percent used other means. The remaining 6 percent worked at home. Among those who commuted to work, it took them on average 39.3 minutes to get to work.

INCOME: The median income of households in Forks township was $86,875. Eighty-four percent of the households received earnings and 25 percent received retirement income other than Social Security. Twenty-seven percent of the households received Social Security. The average income from Social Security was $16,436. These income sources are not mutually exclusive; that is, some households received income from more than one source.

Master Park Plan Ad Hoc Committee

Forks Township has established a Master park Plan Ad Hoc Committee to create a recommendation to the board on how to use the new 43 acre park near Richmond Road. The new park will also host the new Public Works Building.

The committee will consist of a member from the Planning Commission, Recreation Board, Forks Township AA, Parks and Recreation Director, Township Manager, Chair of the Parks and Recreation Standing Committee, and interested persons of the public.

Forks BoS Approves Webcasting Cost Study

Morning Call – Sounding Board Question

As a third generation Republican, I am worried about the direction of our country. Too many times, we have seen partisan politics highjack an honest political debate. Too many times, emotion instead of facts drive our public policy. We have also seen hateful personal attacks on our elected officials that somehow pass as civil public discord.

As the 2010 election restores the balance of power between the two parties, we must be mindful of the responsibility of any elected official. As my friend once told me, we take an oath of office, not an oath of party. So, I have a question for the Republican leadership team? Are you really suggesting the goal of the party is to grind the government to a halt, unless the President agrees to the Republican principles? Are you suggesting it is time to take our toys and go home if we do not get our way? What happened to the party of creative ideas and problem solving?

As the Republican Party returns to its core social conservative values, we must remember that our duty is to the people we represent, not our political party. If you are truly a constitutional voter, then you already know we are elected by the people for the people.

So, here is my challenge for our newly elected state officials. Take the time to meet the people and understand our struggles. Take the time to go door-to-door after the election to hear people’s hopes and dreams. Resist the pressure to vote along party lines and continue the gridlock. Do not forget about us, as you head to Washington DC and Harrisburg.

Finally, if the political leadership of both parties chooses to chart a course of gridlock over cooperation, then the same voter anger that swept the Republicans into power in 2010 will sweep us out of power in 2012. It is time to start solving our nation problems and stop the political rhetoric. This is the real message of the 2010 election!

Forks hires Kimmel Bogrette

On a 5-0 vote, Forks Township hired Kimmel Bogrette to design a park plan for the 43 acre off of Newlins Rd. This architecture firm will be responsible for inventorying the current parks and creating a comprehensive design for our new park.

This is a important step in finding a better balance between active and passive recreation for the citizens of our community.

Forks BoS Ranks 10th in attendance

The Express-Times conducted a survey (period beginning in August 2009 and ending Oct. 8) to determine which elected boards have the best attendance rates. Of the 38 elected boards surveyed, Forks Township BoS ranked 10th with a attendance rate of 93.55%.

Latest KMRD Decision

Another victory for the home team! The Pennsylvania Supreme Court has ruled on the procedural zoning challenge. The Pennsylvania Supreme Court has denied the KMRD petition for allowance of appeal. This means that the Commonwealth Court decision in favor of Forks Township stands as the final decision for this case.

In the substantive zoning challenge case, KMRD has appealed the decision of Common Pleas Judge Giordano which upheld the validity of the Forks Township zoning ordinance.

KMRD Loses Again

On September 15, 2010, Judge Giordano handed down a decision which he denied the KMRD substantive zoning challenge. So far, Forks Township has prevailed before the Zoning Hearing Board and the Court of Common Pleas of Northampton County. Solicitor Kline is anticipating KMRD to file an appeal to the Commonwealth Court.

You may remember, the KMRD's procedural zoning challenge was denied by the Zoning Hearing Board, the Court of Common Pleas of Northampton County, and the Commonwealth Court. The Pennsylvania Supreme Court has not decided whether it will hear KMRD's appeal in that case.

EASD Budget Vote

In an 5 to 3 vote, the school board passed the 2010 to 2011 budget with 72 teacher positions being cut.

In an shocking development, the school board did not publicly consider the reported $3.0M to $5.0M in union concessions.

On a personal note, I was dismayed and flabbergasted the school board did not take the time to careful consider the proposed union concessions.

Now more than ever, get involved! I still believe every voice counts!

Forks BoS Meeting – June 3, 2010

The following is a summary of the Forks June 3 BoS meeting.

1. The BoS approved the transfer of $23,946 from the Recreation Board Reserve funds to the township general fund. Vote: 4 to 0

2. The Forks Township Amphitheatre construction bid of $360,000 was rejected as the BoS is engaging another firm to look at a lower cost proposal. Vote: 4 to 0

3. Braden Airpark Land Development Proposal – The board vote 3 to 1 to approve the renovation of the terminal building and the replacement of the existing 12,000 gallon fuel tank. including the addition of two new fuel tanks (6000 gallons to support Jet A fuel and a 1000 gallon tank to support automobile gas). The township solicitor ruled the Braden Airpark land development was not in violation of the existing turf agreement between the township and the airport authority.

The airport authority withdrew the proposal to waive the Recreation and Capital Improvement fees.

Finally, Suburban EMS presented a summary of the 2009 call volume. In 2009, Suburban EMS responded to 711 calls in Forks Township. Additionally, Suburban EMS renewed the Faith Lutheran building lease for another year.

House Bill 67 - Teen Driver Distraction Bill

According to Senator Mensch weekly newsletter, the state Senate passed an amended version of House bill 67 – Teen Driver Distraction Bill. The amended version of the bill includes the following items:

Prohibits the use of cell phones and texting by those with a learner's permit or junior driver's license. The bill makes the use of wireless communications device a secondary offense carrying a fine of $100.
Restricts a junior driver for the first six months after issuance of the junior driver's license to driving a vehicle with no more than one passenger under 18 years of age who is not a member of the driver's immediate family unless the junior driver is accompanied by a parent or legal guardian. After the expiration of the six month prohibition, the junior driver would be limited to no more than three passengers under 18 years of age who are not members of the driver's immediate family unless the junior driver is accompanied by a parent or legal guardian.
Makes enforcement of the seat belt requirements a primary offense for junior drivers and all passengers under the age of 18 in the vehicle.

EASD school board Passes 2010-2011 Budget

EASD Budget Cuts

To begin, I would like to express my appreciation to the Easton Area School District (EASD) board and administration for allowing the parents to have input into to the budgeting process. I know some of the Ad Hoc committee recommendations were not implemented, but the process was a good start at practicing open government and community collaboration.

In response to the sports priority question, I have been involved in sports for as long as I can remember. I understand the positive attributes that youth sports has on our communities especially the sense of belonging that it gives kids. Sports also helps kids develop a sense of teamwork, and in many cases, a sense of family. In other words, sport participation contributes to the well being of our children. I fully understand the parent’s reaction to the elimination of EASD middle school sports.

The local municipality’s sports program may be called upon to absorb the cost of providing recreational opportunities to the affected children. I am certain the municipalities will find the money to accommodate our children.

Our first priority is to provide an education for all our children. In fact, I feel it is mission critical to provide them with a quality education, which includes the arts. In fact, for some students the arts are as important as sports are to other students. We need to develop teachers, scientists, engineers, doctors, artists, musicians, and others in order to guarantee our national and economic security.

It seems the outcry is about cutting the sports programs. Where is the outcry for the elimination of teachers, increasing class sizes, and eliminating technology support in a highly connected world? In my humble opinion, education is clearly priority one!

Forks Planners Review Public Works Building Design

The Forks Township Planning Commission reviewed the latest plans for the Public Works Building (PWB). Kimmel Bogrette discussed the various design changes, including the fencing, landscaping, and the revised placement of the building.

The building was moved 200 ft from the Vista Estates housing development, with the closet point of the PWB being 151 ft from the backyards of the houses.

Additionally, residents of Vista Estates expressed their concerns about the environment impact of the new building on their development.

Penn Ridge Open Space

At the last board meeting, the township accepted about 3 acres of open space, as the result of the Penn’s Ridge and Forks Township PRD agreement.

The 3 acres is located on the west side of Bushkill Drive, between the road and Bushkill Creek. This will enable Forks Township to connect our bike paths with the Palmer bike paths.

Weis Market Update

The township and the Weis corporation are exchanging the final legal paperwork. The latest round of permits have been issued, so we are hoping construction can start this summer.

March 18 BoS Meeting

The Forks Township BoS passed Solar Ordinance 314 which amend Chapter 200 Zoning of the Township of Forks. Additionally, the BoS passed Solar ordinance 315 which amends Chapter 175 Subdivision and Land Development code of Forks Township.

I am proud to have voted yea on a measure that enables the citizens of Forks Township to use renewable sources of energy to power our homes and businesses.

In other business, the BoS voted to table the Amphitheater due to the $406,000 (construction cost of $360,00 and $46,000 in design costs).

Cell Phone Ban Proposed by Allentown

As an elected official, I can clearly understand Allentown Councilman Michael Schlossberg’s desire to implement a ban on cell phone use as a way to save lives. According to the PA Dept of Transportation, in the past seven years there were about 6,900 accident injuries listing cell phone use as contributing causes. Last month, the City of Philadelphia’s ban on the use of handheld cell phones went into effect.

As a citizen of our Commonwealth, I understand the need to ban cell phone use and texting while driving as a way to save lives. I do not see the proposed law as an infringement on my individual rights, but a way to save lives. The life it saves may be yours… or your family’s!

The proposed bill to ban cell phone use and texting while driving has passed the State House and the bill now awaits passage by the State Senate. Now here is the problem. Despite the fact that the bill will save live, it is unlikely the State Senate will pass the proposed ban.

There is a fun part. We live in a Commonwealth where we have about 2200 municipalities that can pass local laws to protect public safety. It is common for municipalities to pass resolutions supporting proposed State laws as a way of forcing the State House and Senate to pass rational legislation. If the State fails to act, many municipalities will act locally as a way of sending a clear message to Harrisburg!

So was Councilman Schlossberg’s proposal a political stunt? Maybe. But in my opinion, the underlying rationale of his proposal was to follow the lead of the City of Philadelphia and implement a law that protects public safety and saves lives!

Forks Refinances Debt

By a 5 to 0 vote, Forks Township BoS approved restructuring its $7.7M in debt and added $3.7M in new debt. The township issued $11.3M in new General Obligation bonds with a net interest cost of 3.258%.

In refinancing its debt, Forks Township saved $766,623 (NPV Savings of $5145,128) and only extended its debt servicing period by 4 years.

Forks Township received a AA rating and a stable outlook from Standard and Poor’s (S&P). In S&P’s opinion, the rating reflects the township’s:

Very Strong wealth and income levels
Good amount of available reserves, which are expected to increase in the coming years according to management’s fund balance target of $1.0M by fiscal year-end 2011.
Moderate overall net debt burden.

The Standard & Poor's rating scale is as follows, from excellent to poor: AAA, AA+, AA, AA-, A+, A, A-, BBB+, BBB, BBB-, BB+, BB, BB-, B+, B, B-, CCC+, CCC, CCC-, CC, C, D. Anything lower than a BBB- rating is considered a speculative or junk bond.

The S&P analyst report stated Forks is primarily a residential in nature; and it has approximately 2,000 lots available for residential growth and another 75 to 100 lots available at an industrial park in the township. In S&P’s opinion, income levels are very strong: Media household effective buying income is currently 162% and 154% of commonwealth and nationals levels, respectively.

The Assessed Value (AV is the valuation placed on property by a public tax assessor for purposes of taxation) of the Forks tax base is $484M in fiscal year 2008 and have increased by an average of 7% annually since fiscal year 2004. Furthermore, market value (is the agreed upon price between a willing and informed buyer and a willing and informed seller under usual and ordinary circumstances) is currently $1.2B; it has increased by an average of 16% annually since fiscal year 2004, yielding a very strong $84,364 per capita (person).

Finally, the S&P report states the township’s overall net debt is a moderate $4,266 per capita, or 5.1% of the market value. The township is planning to retire 51% of it’s total debt over 10 years and 100% by 2027.

24th District Northampton County Elected Officials Meeting

This morning, Senator Mensch meet with Northampton County local elected officials to discussed various local and state issues.

We discuss the use of radar guns for local municipalities to combat speeding in our townships. Additionally, we discussed the state of PA infrastructure and the concern the Tatamy bridge repair will not begin on-time. Finally, the issue of regional cooperation between townships was debated.

It was a good meeting and it was pleasure to spend some time with our state senator.

Forks BoS Approves Comprehensive Plan

It seems I was not aware EASD was having a budget meeting last Thursday night. The school passed a preliminary budget that contains about a 12% tax rate increase. Yikes!

EASD Budget - A Common Sense Approach Required

For the past few weeks, I have been fascinated by the conversion around the EASD budget. As an active member of the EASD ad hoc budget committee, I am concerned about the proposed 11.85% tax increase -- a move the district is trying to get a waiver to have unilaterally approved!. This is grossly above the state tax increase cap of 3.6%. This approach is bad form, bad politics, and very, very bad public policy.

In my many years of meeting budget cost goals both at my job and at home, I have always advocated shared risk. The shared risk concept is so that the various parties involved share the pain of budget reductions. In this case, the greater good is to limit tax increases through reducing school district costs, while at the same time improving the quality of all of our children’s education. I know this is tough, but we live in troubled economic times where tough decisions are required.

I will continue to advocate a balanced approach to cut costs. If the school district still wants to raise taxes by more than 11%, then for sure the taxpayer should get to make that final decision!

Open Government

If you have read this blog, you know I am a open government advocate. I have been watching the various municipalities within the Lehigh Valley move toward greater access to local officials and trying to find ways to improve public involvement.

The latest trend in the Lehigh Valley is to create Ad Hoc budget committee comprised of local citizens to provide budget recommendations to the municipality or school board.

Right now, Easton Area School District is using this model to gather public input on how to close over a $6.0M projected budget deficit. Now, Williams Township is proposing a Ad Hoc budget committee to solve some budget issues.

Currently, I am serving on the Easton Area School District Ad Hoc budget committee. I have seen first hand, the dedication and creativity of the parents on this committee to find ways to reduce cost, while maintaining a quality education. It is truly remarkable!

I give many kudos to Williams Township for trying to create additional opportunities for public involvement.

My First Meeting BoS Meeting

It was a very interesting and fun night. One of the items discussed was the Army Reserve Center. The Forks BoS approved the Army Reserve Center by a 3 to 2 vote. Why did I vote no?!!

As a 10 year Navy veteran, I am very familiar with the sacrifices of the men and woman of our armed forces. I have lived in five different communities in four different states while serving in the US Submarine Force. I spend many, many months away from my family carrying out my military duties. I gain my sense of duty and ethics from my military service. These are the same attributes I bring to my role as a Forks Township Supervisor. I proudly served my country with distinction and honor.

I also understand the impact of the military on our local communities. In my experience the military and local communities have always worked together to solve mutual concerns - in particular by addressing residents concerns about the impact of military installations on our communities.

Some Forks residents have expressed concerns about the impact of the new center on our township infrastructure and traffic. In response to these concerns, I asked questions about the safe storage of ammunition, military traffic flow within our township, traffic counts along Uhler Road (Uhler Road is still a two lane country road east to Martins Creek and RT 611 and west to Tatamy and Stockertown and RT 33.), and public safety procedures (between the Army our police department), LEEDS Silver Certification (for the use of solar panels), and the purpose of the locked vault. Yes, I even asked about the economic impact to our community. This new Army Reserve Center is being built in Forks to consolidate the Bethlehem Reserve center.

I felt many of my concerns were not adequately addressed by the project’s engineering firm, and that is why I decided to vote no. I am pleased the Army Reserve Center will be located in Forks Township. This community has a great tradition of supporting our military and as a Navy veteran, I will continue to participate in this tradition.

As a Forks Supervisor I feel it is very important we ask the tough questions to ensure the concerns of our citizens are being addressed and to view development projects in economic terms.

As your supervisor, I will continue to work hard to bring rational commercial development to our industrial parks.

Ring in the New Year

To start off the New Year right, the two Supervisor-Elects will be sworn-in at 6:30 tomorrow night in the Forks Township Municipal building Board room.

The swearing-in ceremony will be followed by the Re-Organizational meeting starting at 7:0 PM that will make many appointments and elect new BoS officers (Chairman, Vice- Chairman, and Secretary/Treasurer)

To ensure we have a long and eventful night, a regular BoS meeting will be held right after the Re-org meeting (around 8:00) to discuss several land development items (Bethlehem Army Reserve Center and the Alfero Construction Company).

Forks Township Year in Review - 2009

Here are a few activities that affected our township in 2009.

1. Winning the KMRD lawsuits at the lower court levels. For the KMRD Procedural Challenge the next stop may be the PA Supreme Court.

2. Approving the various 5 year plans for most of the township departments.

3. After a 10% tax increase in 2009, the BoS tighten its “belt” and found enough 09 cost savings to avoid a 2010 tax increase.

4. The 2009 local election brought two new board members.

5. Resolving the Hope Wesleyan Church issue in a rationale way. The church found a new home and we get our Community Center back on Sunday mornings.

6. The new Public Works Building was given a “green light”, as the BoS approved the building concept and location by a 4 to 1 vote.

I will add new items to the list, as I think of them.

Update Number 1:

1. The Planning Commission developed a Solar Ordnance and will complete a Historical Ordnance for BoS review early in 2010.

Forks Township Wins Again!

Today, the PA Commonwealth Court upheld the decision of the Court of Common Pleas in the KMRD procedural challenge case. The Commonwealth Court held that all procedures were followed for the adoption of the new Forks Township Zoning Ordinance in 2006.

The KMRD developers were claiming the township was not following procedures when the township passed the 2006 changes to the Zoning Ordinance.

This is great news! This court ruling proves we are diligent in following state law and treat the developers in a honest way.

Safe Harbor Donation Approved

Campaign Promise Fulfilled

During the Forks PTA Candidate night, I promised to resign from the Forks Township Planning Commission upon my election as Supervisor. My resignation is effective December 31, 2009.

EASD School Board Meeting- No Sanctions

Tomorrow night, the school board may be considering a motion to sanction a fellow board member for attending the Budget Ad Hoc Committee meetings. I am hoping the board does not impose sanctions, but supports the board and public ability, shall I say duty, to attend properly advertised meetings. The following is a excerpt of one of mine previous blog.

I strongly believe all taxpayers should be allowed to attend the meetings, whether they are a parent, teacher, school board member, or school director-elect. The underlying purpose of the budget committee is to create a new layer of transparency between the school board and the public. Excluding the school board members from the conversation is a mistake.

If the school administration is worried about the board members unduly influencing our decisions, then have the parents chair the overall committee and all the sub-committees. This will allow the school board members to hear the actual debate about critical budget issues, without influencing the parents decisions. Of course, this assumes the parents can actually be influenced by any board member.

EASD Budget Ad Hoc Committee Meeting

The EASD Budget Ad Hoc committee held its second meeting on November 10, 2009. The 5 subcommittees meet to discuss recommendations to reduce the 2010 budget.

Alternate Education, Students Services, & Community Services
Transportation, Facilities, Energy, and Security
Athletics and Extracurricular Activities
Curriculum, including study halls
Technology, Printing, and Copying

Right now, the subcommittees are discussing various options and gathering information about the various programs. The next meeting is schedule for January 12, 2010. The new school board will be updated at the January 25,2010 meeting.

Forks and KMRD do battle in Court

Today, Forks Township and KMRD legal teams presented arguments to the Commonwealth Court about the KMRD procedural challenge. Each side had about 9 to 12 minutes to present their case and a couple of minutes for rebuttal to the other side statements.

The court is expected to issue a ruling in about 4 to 6 weeks.

During this campaign season, I have walked most of the township neighborhoods and shaken many hands. Mostly though, I shared my ideas and listened to the thoughts of folks like you about our town and what to do to make it better. I truly welcome these personal discussions.

We have very serious issues facing our township and we need serious people to solve them. Ever-increasing taxes, spiraling municipal costs and the lack of open government burden us all in Forks Township. You and I need to discuss all issues openly and candidly so we can do something about them. That is what my candidacy for Supervisor is about.

I hold a deep belief in the importance of civic involvement, actively engaging the community on critical issues and being an integral part of solutions. In fact it is my opinion that the role of local government is to work for the people and not for personal interest or gain.

I try to live my convictions. I serve on the Forks Planning Commission and am an active member of the Township Comprehensive Plan committee. I have held various leadership positions in school district committees, non-profit organizations and my church, including three years on the church Vestry.

I carry the message that we cannot continue to conduct business as usual in Forks Township. We need more responsive, open, and financially responsible local government. You deserve no less!

Campaign Talk - Less than 2 days to Election Day

I have been walking the neighborhoods for the past 3 weeks. Mostly though, I shared my ideas and listened to the thoughts of folks like you about our town and what to do to make it better. The following is a list of ideas, I got the chance to discuss with our fellow citizens of Forks Township:

Lean Township Spending -- We need to implement a fiscally conservative approach to township finances. I believe we need to hold he line on Real Estate Taxes. It is time to act!
Clean Government -- In my mind, clean government has three basic components. First, candidates for public office should have the highest level of integrity. Second, Forks needs to have an open access policy to documents and officials. Finally, Township elected officials should proactively reach out to the public on critical issues and seek diverse ideas while formulating public policy. It is time to act!
Go Green -- Too many times, innovative energy saving solutions are just talk and nothing more. Forks needs to continue implementing forward thinking ideas. A good example is the Solar Ordinance passed by the Planning Commission. In terms of open space, it is clear that the decision about whether to fund an open space initiative should be up to the voters. Private citizens (or a formal group) should take the lead in crafting and leading a winnable Open Space Referendum. Forks' farm acreage is shrinking fast, and it is critical that decisions be made ASAP. It is time to act!
Create a truly transparent government -- The good folks of Forks Township deserve easy and consistent access to public township records. The 2009 budget with all accounting notes, all 2009 department plans, all five-year plans, all developer plans, all final legal decisions from the Zoning Hearing Board, all drafts of the Comprehensive Plan (including maps/exhibits), and all public testimony on any topic - should be easily available. I have a simple and easy solution: Reduce the per copy price from 25 cents to 5 cents and put these (for free) documents on-line. It is time to act!
Support a active Business Relations organization -- This is critical to figuring out why so many retail businesses in this township fail. It is disturbing that Forks Township does not collect data on business failures in order to determine the root cause and help to prevent it in the first place. Retail businesses need our help. It is time to act!
Proactive Community Planning -- We need to proactively identify businesses we want in Forks Township and take steps to attract them! It is important the new Forks Business Association succeed and help the township create a viable economic development plan. It is time to act!

Joe Hammer, Bethlehem Township Manager, published a great article in the Morning Call about the challenges facing local governments in balancing municipal budgets.

For the past few years, municipalities across Pennsylvania have been depended upon earned income taxes, permit fees and realty transfer taxes to support critical services to our citizens. As these revenue streams have declined steeply, many local governments have implemented a wave of tax increases.

Somehow, we need to figure out how to diversify our revenue streams by creating a strong local economy. We need to understand why so many Forks business fail, so we can sure that future business in Forks township can successful.

Joe Hammer believes "No, local governments in Pennsylvania will have to balance budgets the old-fashioned way -- cutting spending, raising taxes, or both. For local governments -- responsible for policing neighborhoods, plowing snow, filling potholes, collecting leaves, maintaining parks and pools -- there are no easy solutions, no financial gimmicks, and no quick fixes".

Campaign Talk - Clean Government

Greetings from the campaign trail…

One of my campaign themes is Clean Government. So, what is Clean Government? In my mind, Clean Government has three basic components. First, a candidate for public office should have the highest level of integrity. Second, we need to have an open access policy. Finally, proactively reach out to the public on critical issues and seek diverse ideas while formulating public policy.

In my opinion, public servants need to demonstrate the highest level of integrity and honesty. I believe that public servants have a deep moral obligation to maintain the public trust and set a moral example for our community.

Open access is the ability of our township residents to have easy access to our local leadership, critical documents, and how our township operates on a daily basis. In other words, create a level of transparency between the Board of Supervisors, township operations and our residents. For example, a Government that practices open access requires having all public documents on our web site, providing a free copy of the Comprehensive plan to our residents, easy access to developers’ proposals that affect our way of life, public display of all traffic studies, and access to the 2009 budget actual's in a timely manner.

I do have a deep belief in the importance of community involvement and of being an active part of solutions. In fact, it is my opinion that the role of local government is to work for the people, not for personal interest, gain, or ego.

EASD Ad Hoc Budget Committee- Let all the parents attend!

The EASD ad hoc budget committee meet last night to form 5 sub-committees to start addressing the school district budget woes.

Right now, the EASD is projected to face a $6.14M deficit next year, growing to $9.30M by the year 2012. I am glad the EASD school board is willing to include the parents in making these tough budget choices.

My only disappointment with the committee structure is the policy to "ban" school board members and school board candidates (Jennifer Holtzberger, Sarah Bilotti, and Chris Possessky) from the committee meetings(read the Express-Times coverage).

I have been asked to further elaborate about my views on Open Government. The following are portions of my October 2007 blog entry. As you can see, I have been advocating open government for many years.

Open Government is the ability of our township residents to have easy access to our local leadership, critical documents, and how our township operates on a daily basis. In other words, create a level of transparency between the Board of Supervisors, township operations and our residents.

Each of the critical service organizations (Police, Fire, and EMS) should make a yearly report to the township residents to improve our understanding of these critical services and how we benefit as a community from these dedicated professionals. Yes, I will broach the unthinkable -- broadcasting our Board of Supervisor (BoS) meetings on the local cable community outlet channels. At least, the Supervisors should web cast all its BoS meetings on the township web site.

Additionally, I believe we should have occasional Board of Supervisor, Planning Commission, and Zoning meetings on Saturdays to increase the visibility of these critical boards and commissions to our community. Town hall meetings should become a norm in our township not just a campaign slogan.

It is very important that we proactively reach out to residents to get ideas on critical township issues. If you have any ideas or comments about critical issues facing Forks Township, please share your ideas via our blog.

Tonight, the Forks BoS passed a Red Ribbon Proclamation in a show of support for the drug awareness activities. So, what is Red Ribbon week? Red Ribbon week is the largest drug prevention program in the nation reaching millions of Americans.

The campaign is a unified way for communities to take a stand against drugs and show intolerance for illicit drug use and consequences to all Americans.

I have been walking the neighborhoods this past weekend to meet the people of Forks Township. I had the chance to discuss the future of our township and how to solve the critical issues facing our community. I heard a very strong message during my travels. We must do better!

Many people have expressed concerns about future township growth, high property taxes, future tax increases, and trusting our local government to act in a fiscally responsible manner. The people of our community want to elect supervisors that understand the township complex problems and have been actively involved in debating the future of our township. They are not impressed with single issue candidates.

So far, I have visited over 350 homes in our township. It has been quite a experience!!

The Forks Elementary PTA is hosting a "Meet the Candidates" evening on Tuesday, October 13th at 7:30 p.m. at Forks Elementary on Richmond Road in Forks township.

In the November 3rd General Election, Forks residents will have the opportunity to elect two individuals to serve on the Board of Supervisors, elect a Township Tax Collector, and two members to the EASD School Board. These are all contested races. Nine candidates for these positions will address residents and answer your questions.

Forks Township 2010 Capital Budget

I have been reading a lot of opinions about the Forks Township capital budget. Last week, I got a chance to attend the 2010 Capital Budget Work Session number one. Here is my understanding of the proposed 2010 capital budget.

2008 Actuals: $268,245
2009 Budget: $670,000
2009 Projected Actuals: $409,500

The Township has the opportunity to under run the 2009 capital budget by 41%. I am very supportive of limiting our capital spending in these tough economic times.

Update 1: The 2010 proposed budget is $416,500. The 2010 proposed capital budget represents a 1.7% increase over the 2009 projected actual's ($409,500) and 37.83% decrease from the 2009 budget ($670,000).

Forks Community Days

The past two days weather was spectacular, as the citizens of Forks Township gathered for two days to celebrate our community. We got dined on hot dogs, hamburgers, gyro's, cheese steaks, and lots of soda. I really enjoyed the Boy Scouts Troop 29 peach clobber with ice cream. The car show was great and many people enjoyed the hot air balloon rides.

On a lighter note, I had the opportunity to be "dunked" in the Community Days dunk tank by fellow citizens to benefit the Forks Athletic Association. The water was pretty cold, but I really enjoyed the experience. It was good to raise money to support our youth.

The Saturday night's fireworks were the best ever and on Sunday afternoon the Forks Falcons football team was in action against the Easton Little Rovers. It was fun!

Forks Township BoS awards contract

On a 3 to 2 vote, the Forks Township BoS awarded the DPW building contract to the architectural firm of Kimmel-Bogrette.

I think Kimmel Bogrette is a well qualified firm and will do a great job. Now the township needs to decide the new location of the DPW building.

Who gets the Forks Township DPW Building Contract?

I have briefly described the three architectural firms competing for a mulit-million contract to built our new DPW building. Two of the three firms discussed completing the DPW building on the 53 acres by Newlins and Richmond Rd. Yes, it is possible the new DPW building will be built on the eastern portion of our proposed park (near Lower Way).

Just a couple of thoughts on the three firms. All the firms are well-qualified and would create a cool building. I believe our township will be proud of the new building.

All three firms are LEED accredited by the U.S. Green Building Council.
Two of the three firms have a track record of cost containment by holding Change Requests to less than 1%.
The firms are willing to conduct public meetings to explain the building designs.
Two of the three firms will use pre-engineered structures to complete the building in order to reduce costs.
Two of the firms will focus on understanding the township desires and goals, prior to creating a building design. Given the new DPW building may be locate in our new park, a smart design is critical to the project success.

Here is my vote. I would choose Godshall Kane Associates or Kimnnel Bogrette Architects. They both have a strong desire to create a innovative design, adhere to LEED standards, while creating a highly functional public works building.

At the September 3, 2009 Forks Township BoS meeting, the supervisors will consider the question of choosing of one three highly qualified firms to build our new DPW building. Stay tuned!

Forks Township DPW Building - Rd 2

Last night, the last two architectural firms presented their ideas about the design of our DPW building.

According to the George J Donovan AIA web site: "The Award-winning firm was established in 1976. With over 32 years in practice, we are a multi-disciplined architectural firm located in Bedminster serving the Bucks County area, and in the City of Bethlehem serving the Greater Lehigh Valley. We specialize in both new construction and renovation projects, including historic renovation, restoration, and adaptive reuse of structures"

They are LEED accredited by the U.S. Green Building Council and maintain a a strong desire to create sustainable buildings and communities. The following is a sampling of completed projects:

Buckingham Township
Newtown Township
Doylestown Township

They also provided a schedule for completion of our Public Works Building. The project could start on September 4, 2009 and be completed by April 30, 2011.

Godshall Kane Architects is based in Amber Pa. According to their website: "The Principals, Kevin Godshall, AIA & Damon Royal Kane, AIA, have each dedicated their professional careers to pursuing their individual areas of interest. Kevin Godshall represents the creative, design oriented side of the profession. Over the last decade he has focused on creating the most appropriate and responsive designs for his clients. Damon Royal Kane represents the more technical side of the equation. His focus for the last 25 years has been to build an extensive knowledge of building systems and components. By combining these two perspectives with our technical staff, Godshall Kane Architects is able to offer a high level of combined experience, delivered in a direct and personalized manner by the two partners".

They are also LEED accredited and believe deeply in "Green designs" for their various projects. It was interesting, Godshall Kane architects have extensive experience in building school buildings.

Forks Township DPW Building Presentation Rd 1

Tonight, the architecture firm of Kimmel-Bogrette presented their approach to build the Forks Township Public Works garage. The basic concept is to manage the risk, so the township can contain the construction costs, meet the construction timelines, and building design standards. According to the web-site, Jim Bogrette, Principal, KBA states: "Through an understanding of our clients' goals, coupled with the opportunities and constraints of their project and its site, we are able to create designs that further define their goals, but also exceed their expectations while maximizing every budgeted dollar. Every client that we are fortunate enough to serve has unique needs. Our goal is to provide innovative quality designs that meet given budgets and fulfill the client's mission with meaningful architectural solutions."

Additionally, the public presentation showed examples of completed projects in various townships throughout the Commonwealth. The examples include Hanover Township, Honey Brook Township, and West Brandywine Township, just to name a few completed projects.

The public presentation did not include costs of the initial Master Concept Plan nor was public comment solicited during the meeting.

A election just around the corner

On September 29th, 2009, a special election will be held to fill the vacancy left by the resign of Senator Bob Wonderling.

State Rep. Robert Mensch, of the 147th District and Anne Scheuring, of the Lansdale Borough Council will vie for the 24^th Senatorial District in Pennsylvania.

Riverview Recreation Center Review - Update

The BoS reviewed a revised plan by Gary Strausser to convert a temporary road into a township maintained road that serves as the entrance to the Riverview recreation center and extend the sidewalks along the road.

Under questioning from the BoS, the representative from Strausser Enterprises informed the BoS they had transferred the deed to one of the lots in the plan to the Riverview Homeowners association. This means a portion of the land development plan submitted by Strausser Enterprises was not owned by Gary Strausser. Go Figure!

Based upon this revelation, the BoS agreed with a proposal to deny the land development application based upon two reasons. First, the agreed upon improvements to Phase 1 of Riverview estates were not completed. Second, Gary Strausser submitted a land development for a property did he not own.

I must admit to an active involvement in the debate between the BoS, the Strausser representative, and the public. I was appalled the Forks Planning Commission was not informed that Gary Strausser did not own all the land contained in the land development submission. It seems weird this critical fact was missing from the developer presentation to the Planning Commission. How does that happen?

I am very supportive of the BoS decision to reject the land development plan. I welcome the opportunity for the Planning Commission to review a valid land development plan for the Riverview Estates Recreation Center.

Riverview Recreation Center Review

The BoS was scheduled to review a revised plan by Gary Strausser to convert a temporary road into a township maintained road that serves as the entrance to the Riverview recreation center and extend the sidewalks along the road.

It seems Gary Strausser decided his attendance at the meeting was not important, so he decided not to attend the meeting. This caused the BoS to table the motion and re-schedule the plan review at a later date.

Personally, I think the lack of a Strausser representative at the board meeting was disrespectful to our community and it shows disdain for the planning process.

Forks Township Odds and Ends

The Forks Township BoS meet on August 6, 2009 to conduct normal business. The following is couple of items of interest.

The Public Works department finished the installation of exercise stations along the multi-purpose trail in our community park. The BoS voted to send the draft Comprehensive Plan to the LVPC and the surrounding municipalities. Additionally, the board agreed to put the Comprehensive Plan on the township web site for public review. The public will be allowed to provide input to the plan later this year. Last, but not least, the board approved funding to repair the tennis and basketball courts.

Forks Township is considering Alternate Energy Proposal

The Forks Township Planning Commission could be considering the final version of a Solar Ordnance at it's August 13, 2009 meeting.

The Solar Ordnance is designed to set guidelines on the construction of solar panels within the township. Forks Township will be updating Section 200 of our zoning laws and the SALDO (Subdivision and Land Development Ordnance) to reflect these changes. Basically, the ordnance allows for the installation of solar panels (roof installation and ground arrays) as a accessory use in any zoning district for both residential and non-residential uses.

This ordnance is consistent with Commonwealth's Alternate Energy Investment Act of 2008, that promotes renewable energy development and reduces energy consumption.

Proposed Forks Township Police Coverage of Stockertown Update

I have heard the Public Safety Committee (PSC) has outlined a proposal that would extent Forks Township police coverage to Stockertown. The PSC has authorize the township manager and Police Chief to start discussions with Stockertown.

I believe The PSC is willing to provide police services to Stockertown. I imagine the township may not be willing to support a proposal providing backup police services to Stockertown.

It is my understanding the State police only respond to felony matters, domestic abuse and accidents with injuries. Forks Township will need to determine the potential number of calls from Stockertown,so the Police Chief can determine the right level of police coverage.

The 10-10-10 Model: What will happen in 10 mins, 10 months, and 10 Ten years

So, what does a management book by Suzy Welsh, and today's Express-Times editorial have in common? They both deal with the issue of thinking about the consequences of our decisions. The Express-Times editorial deals with the consequences of today's community planning decisions over the next 10 years. The essence of Suzy Welsh book is a simple question. "When faced with a complex dilemma, stop and ask, "What will the consequences of my options be in 10 minutes, 10 months, and 10 years?" (Suzy Welch web site). According to the book, we are not suppose to take the "10" literally. The first "10" could be right now or one week. The second "10" is really about short-term consequences, while the final "10" is all about the future where the particulars of the options are vague.

The Express-Times Editorial argues we need to have reasonable growth plans and avoid the pitfalls of urban sprawl. Furthermore, the editorial states "the Lehigh Valley Planning Commission and every other set of planners within earshot of what's coming down the pike need to stay on top of what, at the moment, is a reasonable evolution of providing services to people who have brought suburban life to our fading farming fields".

It would be interseting to have the Lehigh Valley Planning Commission and the various municipal Planning Commissions look at the ramifications of planning decisions using the 10-10-10 model. For example, if any Planning Commission decides to approve a high density development, what are the consequences? In 10 minutes, the developer will praise the commission on approving the development. In 10 months, the new development will be built, as the community welcomes new neighbors. In 10 years, we will know the full impact of an increasing population, as traffic congestion and overcrowd schools lead to significant tax increases. As I have stated, you can not take the "10" literally, but I think you get the idea.

I agree a single new development may not lead to urban sprawl, but 10 separate planning decisions, when considered as a whole, can lead to serious urban sprawl.

Stockertown approaches Forks Township for Police Services

At tonight's Forks Township BoS meeting, our police chief stated Stockertown was interested in obtaining the services of the Forks Police department.

Should Lower Macungie pay for State Police Services?

In 2008, Forks Township, where I live, spent 36.2% of its total budget on police services. That’s a lot of taxpayer dollars. Yet, neighboring municipalities like Lower Macungie have no police departments of their own and rely instead on PA State Police to serve their police protection needs.

What’s wrong with this picture? Yes, some of us are once again paying twice while some pay only once. I pay taxes that support Forks’ police department and I pay State taxes, a portion of which goes to fund the Pennsylvania State Police. Of course, my neighbors in Lower Macungie also pay taxes to the State. And, they do not have the burden of funding a local PD.

Of course, before fairness (as in everybody pays) can be used as a tool in this argument, one must consider what it is that my police-less neighbors want. Perhaps they do not want the burden of more bureaucracy, more institutions, more paperwork, etc. Theirs isn’t exactly a free ride. They simply do not pay directly for local police services. They still pay. They do no have the benefit of a police department where “everybody knows your name.”

This is not about Forks Township however, it is about Lower Macungie Township and their need to settle on police coverage.

Under House Bill 1500 a fee would be imposed on municipalities for patrol services provided by the Pennsylvania State Police; and providing for allocation of funds and for penalties. A per resident fee shall be paid by a municipality: (1) for the first year of service, the fee shall be $52 per year. (2) For the second year of service, the fee shall be $104 per year. For the third and subsequent years of service, the fee shall be $156 per resident per year for Pennsylvania State Police full-time patrol services.

This is the interesting balance that public officials need to understand. In the specific case of Lower Macungie, the issue is between funding a local police force and the regionalization of police services. I do believe the townships need to explore regionalization of its public services, including police protection. In these stressful economic times, this is the best course of action to save taxpayers money.

Lower Macungie Township needs to look at regionalization of its police services versus paying a fee to the State for police protection.

It is a tough decision, but a regional police force may be the best option for Lower Macungie to provide a professional police force with a local focus. It is certainly worth the discussion!

Proposed School District Development Impact Fees - Pt 2

This is the second part of a two part blog post. The following is the proposed language to amend the Pennsylvania Municipalities Planning Code:

Section 503-B. Educational impact assessment.

For a subdivision located in a school district that imposes an educational impact fee, the subdivision plan shall include an educational impact assessment, a copy of which must be filed with the school district. No subdivision plan may be accepted that does not include an educational impact assessment. The assessment must include the following information:

(1) The name and location of the proposed subdivision.

(2) The number and type of dwelling units proposed for the subdivision, including the target population that will be residing in the dwelling units.

(3) The approximate sales cost of each type of dwelling unit.

(4) The primary access roads to the proposed subdivision.

(5) The time frame for construction of the dwelling units.

(6) An estimate of the number of school-age children who can reasonably be expected to reside in the dwelling units based on the demographic characteristics of similar housing located within the school district.

Section 504-B. School district facility expansion.

If a school district determines after reviewing an educational impact assessment that it will be necessary to expand school facilities as a result of the impact of the proposed development, the school district may offer the developer of the development the option to pay twice the impact fee owed in return for the option of having naming rights for any expansion required to be constructed.

Will we see a school named after a developer?
